Three points is a Census Designated Place. The difference between this and an incorporated place is that an incorporated place is legally incorporated under state law, have a functioning government, and have legally recognized boundaries, whereas CDPs do not have legally defined boundaries or a functional government. Other examples of these are military installments, university towns, planned communities, etc. The community is classified as residing in the City of Tucson.
